A small zipped pouch inside my normal backpack. The pouch is the useful part: I can take it out without bringing the entire backpack into a cubicle.

Spare clothes take most of my space. I rolled them together instead of adding separate little bags for everything. Less elegant, more room.

The pouch idea wins. I was making this much more complicated than it needed to be.
